Jane Bartman leads the BA Sustainability Team’s decarbonization initiatives.
In this role, Jane helps city leaders translate ambitious climate goals into actionable policy, practical implementation strategies, and successful program delivery. Her work focuses on building decarbonization, including commercial energy efficiency, green building standards, and data-led approaches to targeting climate investments.
Jane brings a deep background in data analysis, real estate, housing, and client engagement to her role. She previously led analyst teams as a Senior Manager at the Concord Group, a real estate consultancy, producing highest-and-best-use recommendations for developers and investors across more than 50 U.S. markets. Jane’s past work with city governments includes supporting climate resilience initiatives for the New York City Mayor’s Office, interning on the Policy and Development teams at New York City’s Housing Development Corporation, and conducting housing policy research at New York University’s Furman Center. She was previously on the Bloomberg Associates Municipal Integrity team, advancing projects including 2020 city Census campaigns and COVID-19 response planning.
Jane is a Joint Committee member for the Building Performance Partnership of the Institute for Market Transformation and the Building Energy Exchange. She previously led the Urban Design Forum’s Rewire Green Homes working group in developing recommendations for retrofitting small buildings in NYC. She has also been an invited Technical Assistance Panelist for the Urban Land Institute’s Net Zero Imperative.
Jane earned a Master of Urban Planning from NYU’s Wagner School of Public Service as a Henry Hart Rice Fellow. Her Capstone team’s creation of a Transit-Oriented Development Readiness Index for Suffolk County, New York, received the school’s highest honor.
She received a B.A. with honors in Geography and International Studies from the University of Chicago.
