Rio de Janeiro, like the Cariocas who call it home, has long been celebrated for its energizing, jubilant, and festive spirit. While this reputation helped make Rio more alluring, it also undermined efforts to be taken seriously as a multifaceted city and even masked the urgency around improving city operations and services. With the 2016 Olympic Games and the world’s attention looming, the Mayor’s Office looked for support to help modernize their approach.
