Sara Shoener

Sara Shoener joined Bloomberg Associates in November 2023. As a part of the Social Service practice, she is committed to working with local governments to implement strategies that promote social and racial justice, encourage community power-building, and provide historically marginalized people with the necessary supports to live full and healthy lives.

Previously, Sara spent nearly a decade in New York City government launching and growing projects focused on advancing gender, LGBTQ+, race, and economic equity. Two of those projects were EquityNYC, an initiative to grow and standardize all City agencies’ institutional equity work, and the Unity Project, the first-ever focused citywide commitment to supporting and empowering LGBTQ+ young people. During her time in local government she served in leadership positions in the Mayor’s Office for Economic Opportunity, the Commission on Gender Equity, the Mayor’s Office of Criminal Justice, and the Human Resources Administration.

Sara earned her Doctorate in Public Health from Columbia University, where her research focused on gender-based violence survivors’ experiences with local service and legal systems.
