Todd Rufo

Todd Rufo joined Bloomberg Associates in 2018 and has helped cities around the world build a stronger economy that better delivers for all residents.   

Todd works closely with economic development leaders on growing jobs through new cluster development and investment attraction, supporting local businesses, building neighborhoods that thrive, regenerating underutilized sites, and driving shared prosperity through workforce development. He is passionate about helping economic development teams scale their work through tech-enabled services, better using data to drive action, deepening private sector partnerships and strengthening economic development organizations and systems.   

Prior to joining Bloomberg Associates, Todd was the Director of the San Francisco Office of Economic and Workforce Development for six years where he oversaw policies, development projects and programs which supported one of the strongest periods of economic growth in the city’s history, adding more than 143,000 jobs since 2011 and an unemployment rate of 2.4% in 2018.  Previously Todd worked in economic development for the City of New York, and San Jose. 

Todd received a Master of Urban Planning from New York University and a B.A. from the University of California, Davis.
